Damn, those are pretty cute...and I hate Hannah Montana with a passion. The tread pattern and overall design look pretty legit, so maybe they're just a limited edition...I've seen/owned a few like that.
Those look to be about a size 6 women's, or 13 girl's I guess...Converse are harder to "stretch" than some other shoes, since the canvaslike material is so floppy to begin with - even if you expand them, there's nothing to keep them that way. You could maybe try getting one of those shoe stretcher things (example:
http://ecx.images-amazon.com/images/I/31dEdmdhk-L.jpg , just search for "shoe stretcher" anywhere) and keeping them expanded any time you're not wearing them, but I do not think it would help much. There are also some various chemical sprays that help to relax the fibers of a shoe, making them easier to stretch, but those are designed to work on leather mostly.
What you'd really want is a way to bend/adjust the rubber parts of the shoe and keep them that way permanently. Rubber doesn't appreciate that much, though... it has a tendency to crack when stressed.
If nothing else works, you could attempt some advanced shoe surgery, as detailed here:
http://chucksconnection.com/clowntoe.html . The less rubber, the less is in the way of your foot, and the easier it will be to get them on. It's pretty risky though, and I wouldn't attempt it on an unusual pair like these that are probably not easy to replace (I don't see anything similar on ebay right now, for instance).
