I probably could, but they migh need more work. Making heels into flats is mostly removing the heel and re-shaping the shoes, mules sound like adding features that aren't originally there.

I think that the hardest part of this shoe in mules transformation is to create the heel of the foot. The shoe features can stay as was originally, only with the back removed.
